An EDB Occupation Permit is a combined work and residence permit issued by the Economic Development Board of Mauritius. It allows foreign nationals to live and work in Mauritius under categories such as Investor, Professional, Self-Employed or Young Professional. It is your gateway to building a life and business in one of Africa's most stable economies, but the application process can be complex without local expertise.

The Investor Occupation Permit has two main tiers. Tier 1 requires an initial investment of USD 50,000, with a Year 1 turnover target of MUR 1.5 million and cumulative turnover of MUR 20 million by Year 5. Tier 2 requires USD 100,000, with a Year 1 target of MUR 1 million and cumulative MUR 15 million by Year 5. Innovative start-ups may qualify with no minimum capital if the project is approved by the EDB. In all cases, applicants must provide a certified bank statement and undertake to transfer the required amount to a Mauritian bank account within 60 days of permit issuance. From 1 December 2025, a USD 50 non-refundable application fee applies.
The Professional Occupation Permit has two main salary bands. ProPass requires a monthly basic salary of at least MUR 30,000. Expert Pass requires at least MUR 250,000. The permit is issued for the period stated in the employment contract, up to a maximum of 10 years. The employer submits the application on behalf of the employee via NELS. A USD 50 non-refundable application fee applies from 1 December 2025. Professionals may hold non-managing investments on the side, provided they are not employed in or draw a salary from that business.
Yes. Spouse (including common-law partner of the opposite sex), dependent children up to 24 years of age, and parents of the main permit holder can apply for Dependent Residence Permits. These are linked to the main permit and cannot exceed its validity. Dependent children must be unmarried. Dependents cannot work in Mauritius unless they obtain a separate Work Permit or Occupation Permit. We handle dependent applications in parallel with your main permit.
The Premium Travel Visa is a renewable long-stay visa valid for one year. It is designed for tourists, retirees, remote workers and digital nomads whose income comes from outside Mauritius. Applicants must show proof of income (around USD 1,500 per month for an adult), accommodation in Mauritius, comprehensive travel and health insurance, and a return or onward ticket. It does not allow employment with a Mauritian employer. A USD 50 non-refundable application fee applies from 1 December 2025. Renewal is not guaranteed, so long-term residents should plan a transition to an Occupation Permit or Residence Permit.
The Investment Certificate is issued by the EDB to enterprises in eligible new, innovative and strategic sectors such as high-tech manufacturing, pharmaceutical research, agro-processing, food processing, healthcare, biotechnology, digital technology, marina, tertiary education and seeds production. Benefits can include an 8-year corporate tax holiday, exemption from registration duty and land transfer tax on immovable property bought for business purposes, and favourable VAT treatment on plant, machinery, equipment and purpose-built buildings or R&D facilities. Applications are submitted electronically to the EDB Business Support Facility at bs@edbmauritius.org.
The Premium Investor Certificate is for companies investing at least Rs 500 million, or for projects involved in the manufacture of pharmaceuticals or medical devices. Incentives are bespoke and negotiated, recommended by a Technical Committee and approved by the Minister of Finance. They may include rebates, exemptions and preferential rates on taxes, duties, fees and levies, plus facilities and exemptions related to land, buildings, infrastructure, utilities and labour including foreign labour.
The Young Professional Occupation Permit is for foreign students who have completed at least an undergraduate degree at a recognised Mauritian tertiary institution. It is available for employment in artificial intelligence, biotechnology, fintech, robotics, financial services or information technology. The job must pay a monthly basic salary of at least MUR 25,000 and the permit is valid for up to 3 years.
Yes. Occupation Permits and Residence Permits are usually issued for up to 10 years and are renewable, subject to meeting the relevant income, turnover or investment conditions. Renewal applications should be submitted at least one to two months before expiry.
